A Systems Approach to Climate-Resilient Infrastructure Planning

Climate hazards are a growing risk to infrastructure investments. Because infrastructure is part of an interconnected system, planning for climate resilient infrastructure should happen at the systems level.

In Resilience at Scale, the Millennium Challenge Corporation (MCC), the U.S. Agency for International Development (USAID), the National Oceanic and Atmospheric Administration (NOAA), the U.S. Army Corps of Engineers (USACE), and the U.S. International Development Finance Corporation (DFC) describe the benefits of a systems approach to resilient infrastructure planning, along with recommended steps to facilitate its implementation.

Transitioning to a systems approach to infrastructure resilience planning can improve the reliability of infrastructure services, reduce economic losses, protect multiple assets at once, and help achieve broader development goals.

MCC, USAID, NOAA, USACE, and DFC will advance the findings of Resilience at Scale through three commitments:

  • Consider infrastructure systems resilience
  • Collaborate across agencies to achieve systems resilience
  • Learn by doing, identifying, refining, and sharing good practices
