MCC Advisory Council (“Advisory Council”)Authority
The Advisory Council has been renewed under agency authority pursuant to and in accordance with the provisions of the Federal Advisory Committee Act (FACA), as amended.Objectives and Scope of Activities
The Advisory Council shall serve MCC in a solely advisory capacity and provide insight regarding i) innovations in relevant sectors including technology, infrastructure and blended finance; ii) perceived risks and opportunities in MCC partner countries; and iii) evolving approaches to working in developing country contexts. The Advisory Council will provide a platform for systematic engagement with the private sector and contribute to MCC’s mission – to reduce poverty through sustainable economic growth.MCC will use the advice, recommendations, and guidance from the Advisory Council to i) inform MCC’s compact and threshold development and implementation process and ii) broaden and deepen public and private sector partnerships for more impact and leverage.
Description of Duties
The Advisory Council will provide advice to MCC on issues including:- Innovative, scalable, and sustainable market-based approaches to economic growth.
- Effective and efficient use of technology, and commercially viable development solutions.
- Leveraging private investment and partnerships to advance development objectives in compact countries.
- Perceived private sector risks and opportunities in MCC partner countries.
- Project development and implementation challenges and opportunities; particularly where public and private resources can be effectively deployed to achieve sustainable development outcomes.
- Policy, institutional, and regulatory reforms necessary to enable private sector growth in MCC partner countries.
- Areas of new opportunity for MCC, including maximizing the impact of regional investment authority.
Agency or Official to Whom Council Reports
The Advisory Council will report to the Vice President of the Department of Compact Operations (DCO).Support
DCO will provide administrative support for the Council.Estimated Annual Operating Costs and Staff Years
Annual operating costs include meeting expenses, staff salary and benefits, meeting supplies, as DCO deems necessary.
