Limit the number of evaluation questions to provide focus to the evaluation. The final evaluation design included a total of 14 evaluation questions, each with multiple pieces. Moreover, some evaluation questions were high-level while others centered around a very specific niche issue. The complexity and scope of the evaluation made focusing the scope of the evaluation design and data collection challenging, which ultimately affects both evaluation costs and usability and digestibility of evaluation findings. MCC's Monitoring and Evaluation has recently updated guidance on evaluation questions as a result of learnings from this and other evaluations with similarly expansive evaluations in attempt to provide more targeted focus and scope for evaluations and ultimately to improve the usefulness of evaluation reports.
