Focus evaluations on systems level results when there is strong evidence to suggest that household level results will not be realized. This evaluation was scoped at the outset to include an interim and an endline evaluation both with a household survey for the District Metering Area (DMA) and Kiosks Activity. To assess the impacts of the DMA and Kiosks Activity, the evaluation was tasked with measuring changes to household’s access to water, perceptions of behaviors such as pipe cutting and time spent fetching water using a household survey. The evaluation found that the availability of water in the two project areas was unchanged between the interim survey in 2021 and the endline survey in 2023. Household surveys come with a cost and time investment that should be warranted based on the expected learning. At interim, the evaluation results suggested that there would be minimal if any impact on households that could be detected from a household survey. At endline, the interim results could have been used to rescope to put less emphasis on the household level impacts.
