To ensure a timely and efficient implementation of a grant facility, project teams should coordinate early with partner donor organizations to secure outside financing opportunities for grantees. An early opportunity was missed to set up a loan guarantee with the United States Agency for International Development's Development Credit Authority (DCA), which would have been valuable for grantees who struggled to secure outside funding sources. Developing a stronger relationship and escalating this opportunity with DCA (now housed in Development Finance Corporation) earlier may have been sufficient to secure the guarantee.
