It is with great sorrow that we announce the sad news of the passing of Bayarbaatar Sed-Ochir, the chief executive officer of Millennium Challenge Account-Mongolia, on September 8, 2012.

Mr. Bayarbaatar was a loyal civil servant, diplomat and prestigious leader. His dedication to the completion of the Mongolia Compact was insurmountable, and he will always be remembered by those of us at MCC who had the opportunity to meet and work with him as a diligent advocate for resourceful and effective implementation.

Throughout his life—including his time serving as CEO of MCA-Mongolia, foreign policy adviser to the prime minister and minister for trade and industry—Mr. Bayarbaatar played a large role in the relations between Mongolia and the United States, and we truly appreciate his advocacy and work on this important diplomatic relationship. Mr. Bayarbaatar also served in the diplomatic mission of Mongolia in Brussels, Belgium for several years. His greatest motivation was to ensure that the Mongolian people received all of the benefits promised in the development of the compact, and he successfully led MCA-Mongolia through the challenges of compact implementation.

Mr. Bayarbaatar was appointed CEO of MCA-Mongolia in 2008 and was the chief architect in the successful implementation of the compact. We will remember his diligence, honesty and warm-hearted spirit along with his noteworthy contribution and leadership on the Mongolia Compact.
