As Vice President, Department of Administration and Finance and Chief Financial Officer, Fouad Saad leads the department responsible for managing a wide range of financial, accounting, and administrative programs including MCC’s human capital and resources, budget formulation and execution, acquisition and contracting, information technology, domestic and international security, travel, and facilities management. Mr. Saad oversees MCC’s engagement with the White House Office of Management and Budget (OMB) as well as the audit function and relationship with the Office of the Inspector General and the U.S. Government Accountability Office.
Mr. Saad brings significant experience to the role. Most recently, he served as a Senior Consultant to Gavi, the Vaccine Alliance and COVAX, supporting global vaccination efforts, after serving on the Biden-Harris transition team reviewing the State Department and International Development agencies. Previously, Mr. Saad held several positions in OMB, including Branch Chief for International Economic Affairs overseeing $25 billion in U.S. foreign assistance and financing programs across 11 agencies. Prior to OMB, Mr. Saad was a Senior Partner with a boutique Middle East private equity firm, focusing on developing and financing early-stage business ventures. Earlier in his career, he was an entrepreneur, strategy consultant, and a chemical engineer. Mr. Saad holds two BS’s and a MS from Massachusetts Institute of Technology and a Masters in Public Policy from Harvard University.
